Housing

Our community cannot thrive if young people and working families can’t afford a roof over their heads. As a renter, the housing crisis isn’t just an economic threat to New Hampshire—it’s personal. We need to remove barriers at the state level to increase our housing supply, and protect our renters so that every Granite Stater has a home and community that they call their own.

Incentivize “Missing Middle” Housing

  • I support amending RSA 204-C to create a new “missing middle” tier to the loan guarantee program. This new tier would introduce a 50% state backing for housing projects that cap rents for households earning up to 120% AMI, removing hurdles for developers and jumpstarting construction.

Streamline Housing Development

  • I support amending RSA 79-E to be an opt-out program rather than opt-in. This would expand the number of municipalities that offer developers local tax relief for their housing projects.
  • I support legislation declaring that any housing project receiving a state loan guarantee is permitted "by-right" in any zone that already allows residential building. This would fast-track vital housing projects across the state.
  • I support amending RSA 676:4 to close loopholes in the law, ensuring municipal planning boards process housing applications efficiently.

Strengthen Renter Protections

  • I support amending RSA 540-A:3 to require landlords to provide a 60-day written notice for rent increases. This affords tenants adequate time to find other housing options if needed.
  • I support amending RSA 540-A:3 to implement a 5-day grace period for rent, alongside a late fee cap of $100 or 5% of the total rent due (whichever is less).
